This is a senior leadership opportunity like no other! As Director Civil & Operations, you will play a pivotal role in shaping infrastructure, services and liveability across one of Australia’s most remote and culturally rich regions.

With offices located throughout the Northern Peninsula Area and administration office in Bamaga, NPARC serves a close‑knit population of approximately 3,000 residents across the communities of Bamaga, Injinoo, New Mapoon, Seisia and Umagico.

About the Role

The position is a key member of Council’s executive leadership team, reporting directly to the Chief Executive Officer. You will provide strategic and operational leadership across Council’s engineering, infrastructure and building services, ensuring services are safe, compliant, financially sound and aligned with community needs.

This role will be hands-on, and you will oversee a diverse portfolio that includes civil works, roads and buildings, water and wastewater services, waste management, disaster management, social housing maintenance and the ranger program. Leading multiple managers and teams, you will translate long‑term strategy into practical delivery—driving improvements in service quality, asset performance and organisational capability.

Your responsibilities will include:

  • Lead the planning and delivery of civil works and operational services across the region
  • Oversee infrastructure, building services, water, wastewater, waste and disaster management functions
  • Deliver capital works programs, including construction, maintenance and grant-funded projects
  • Manage budgets, forecasting and financial performance across the directorate
  • Ensure services are safe, compliant and meet relevant standards and legislation
  • Lead and support multidisciplinary teams, building a strong and accountable workplace culture
  • Build and maintain strong relationships with government, contractors and community stakeholders
  • Contribute to long-term infrastructure planning and asset sustainability
  • Provide clear and timely reporting to the CEO and Council.

About You

You are an experienced executive leader with a strong background in local government engineering, infrastructure or operations. You bring strategic thinking, sound financial judgement and a hands‑on approach to leadership. Experience working in regional or remote environments, particularly alongside Indigenous communities, will be highly regarded.

What’s on offer

This is a 3-year contract. A Total Remuneration Package is offered, consisting of $190,000 salary + leave loading + superannuation.
