This is a rare executive opportunity for a local government professional!  Help to shape how corporate governance, community services and regulatory functions support one of Australia’s most distinctive regions.

Council plays a critical role in delivering essential services, strengthening governance, supporting community wellbeing and enabling local opportunity. As Director Corporate & Community, your leadership will directly influence how Council serves its people—today and into the future.

About the Role

As a senior member of NPARC’s executive leadership team, reporting to the Chief Executive Officer, you will provide strategic and operational leadership across Council’s corporate, community and regulatory services, ensuring strong governance, sound financial management and high‑quality community outcomes.

This role oversees a broad and influential portfolio including finance, corporate services, information technology, risk and insurance, records management, regulatory services, community assets, grants administration, events, sport and recreation, youth and learning programs. You will lead several managers and multidisciplinary teams, translating Council priorities into practical systems, policies and services that support a resilient and well‑governed organisation.

Key responsibilities include:

  • Leading corporate, community and regulatory strategy and translating it into delivery
  • Strengthening financial management, governance, compliance and accountability
  • Overseeing grants management, reporting and acquittal
  • Supporting community programs, facilities and engagement initiatives
  • Managing corporate risk, records, asset systems and regulatory services
  • Providing high‑level advice to the CEO and Council
  • Building capable teams with a strong service and performance culture
  • Supporting local participation, employment and economic outcomes.

About You

You are an experienced executive with a strong track record in local government corporate and/or community services, bringing sound financial judgement, governance expertise and a collaborative leadership style. You understand how strong systems and well‑led services underpin positive community outcomes.

What’s on offer

This is a 3-year contract. A Total Remuneration Package is offered, consisting of $190,000 salary + leave loading + superannuation.

About NPARC

With offices located throughout the Northern Peninsula Area and administration office in Bamaga, NPARC serves a close‑knit population of approximately 3,000 residents across the communities of Bamaga, Injinoo, New Mapoon, Seisia and Umagico. Council delivers essential services across vast distances while balancing cultural values, community priorities and the practical realities of operating in a remote environment.
