$93,342.00 to $104,459.00 per annum (based on 70 hours per fortnight), plus superannuation, and a 9 day fortnight. Appointed salary in this range will be based on skills, qualifications and experience.

About the role

The Waterway Education and Behavioural Change Officer plays a pivotal role in protecting local waterways by tackling everyday behaviours that impact catchment health. In this role, you’ll design and deliver targeted behaviour-change initiatives that engage residents, schools, businesses, landholders and recreational waterway users across Hornsby Shire.

You’ll take people beyond awareness—helping them understand their role in catchment health and supporting practical, positive actions that deliver measurable improvements on the ground. This role is ideal for someone with experience delivering campaigns or programs that genuinely change how people think and act.

Position requirements

The position requires;

  • Tertiary qualifications in environmental education or other relevant fields such as environmental science, psychology, communications, social sciences, etc
  • At least three (3) years of experience in any of the areas of water and/or environmental education, community engagement, communications, behavioural change or related roles.
  • Demonstrated ability to identify water literacy gaps and tailor messages and approaches to different audiences
  • Strong facilitation skills for conducting workshops, community meetings, and collaborative planning sessions.
  • Proven ability to build positive relationships and rapport with community and industry groups, partners and internal stakeholders
  • Sound organisational, time-management and project-management skills, including the ability to plan, coordinate and deliver programs and campaigns within agreed timeframes
  • A current NSW Drivers licence (class 1C).
  • Working with Children Check clearance
  • Senior First Aid Certificate or willingness to obtain

You bring demonstrated experience designing and delivering behaviour-change initiatives—whether through community campaigns, school programs, business engagement, or creative, innovative approaches—that resulted in people doing things differently.

You are a confident and engaging communicator, able to translate technical environmental concepts into clear, practical messages that resonate with diverse audiences. You’re comfortable facilitating workshops, presenting to groups, and building strong relationships across community, industry and government.

While knowledge of water, catchments or waterways is desirable, what matters most is your ability to move people from understanding to action through well-designed, evidence-informed behaviour-change programs.
