Property Services Manager

An exciting opportunity exists for an experienced property professional to provide senior leadership of Council’s statutory property, community land and community agreements functions. This role is responsible for the strategic oversight and operational management of public land assets, ensuring decisions are transparent, compliant and community‑focused, and aligned with legislative requirements, corporate objectives and agreed timeframes.

The position focuses on community‑based land use, Crown and statutory property matters and long‑term stewardship of Council‑owned and managed land, and land acquisitions for major projects. Working as part of a collaborative leadership team, you will partner closely with internal stakeholders, community groups, government agencies and external specialists. Proven experience providing leadership across property‑related projects, applying appropriate project tools and systems to ensure, efficient and well‑governed delivery will be highly regarded.

Key Responsibilities

  • Lead Council’s statutory property and community land functions, including leasing, licencing and occupation arrangements
  • Manage statutory property transactions, including acquisitions, disposals, easements and road closures
  • Provide specialist advice on community and Crown land compliance, including Plans of Management
  • Prepare and manage community leases, licences and agreements in line with legislative and governance requirements
  • Coordinate Native Title matters, Aboriginal Land Claims and external property consultants
  • Lead and support property services staff and contribute to cross‑Council property initiatives
